Conversation relevance is not an exact-match rule
ChatGPT Ads can use the context of the current conversation plus advertiser signals such as landing pages, ad copy and context hints. Context hints help explain relevance, but OpenAI explicitly says they are not targeting rules and do not guarantee delivery.

Campaign controls define where delivery is eligible
Ads Manager supports country targeting and optional platform targeting. OpenAI currently documents Android app, Android web, Desktop web, iOS app and iOS web as platform choices, while geographic availability can depend on campaign type and advertiser-account eligibility.

Custom audiences add first-party controls
Custom audiences can be used for campaign-level inclusion or exclusion and, when eligible, ad-group bid adjustments. These are first-party audience controls and should not be confused with conversational context or inferred interests.

Product-feed targeting has its own constraints
For new product-feed campaigns, OpenAI currently documents country-level geographic targeting and exclusions. Product filters and ads_metadata then define which catalog items are eligible inside an ad group.
